  2.South Australian State Government Commercial Representative Office Shanghai  
  Established in 1995, the South Australian Commercial Representative Office Shanghai (referred below as “the Office”) undertakes a mission to promote trade and investment activities between the State of South Australia and China , support the implementation of the State Population Policy through the State Sponsored Business and Skilled Migration programs, and facilitate the increased collaboration in a diversified range of areas including sports, culture and education.

The Office currently has a vacancy for the position of Business Development Manager commencing from 26 February 2007

Applicants are expected to be highly motivated, flexible and prepared to work in a performance driven culture.

Main Duties and Key Selection Criteria are detailed on the following pages.

Main duties:

 Constantly develop new market contacts and networks, and the ongoing understanding of the capabilities of the South Australian exporters. Making sensible judgment to operate effectively for South Australian interests in a complex business environment.

  Effectively managing a constantly changing workload covering diverse industry sectors, large number of clients within internally and externally driven timeframes

  Identify opportunities for the export of specified South Australian products and services to the Region and facilitate the South Australian export activities

 Undertake market research and assessment for, and provide strategic advice to the South Australian companies and government agencies seeking to develop business relationships, strategic alliances, with the Chinese government and business sector.

 Support and assist the visit of South Australian companies and government agencies to the Region by providing professional advice, developing visit programs for business matching, and facilitating the discussions when necessary and required.

 Provide timely reports including the monthly report on activities and general economic conditions in the Region of relevance to South Australian export and investment matters

 Advise the Chief Representative of significant development projects in the Region which could lead to potential export from South Australia and investment in South Australia

 Assist the Chief Representative in the general promotion of South Australia in the Region

 Assist, as appropriate and when directed by the Chief Representative, in promoting the business and skilled migration programs of the South Australian Government in the Region

Make significant contribution towards achieving the required outcomes and Key Performance Indicators (KPIs) of the entire Office.

Key Selection Criteria:

 Comprehensive understanding of South Australian economic and business environment, export and investment capability, or at least a proven outstanding ability to rapidly acquire a sound knowledge of the above information.

 Extensive knowledge of the Chinese market and business environment

 Well developed networks of key contacts in Chinese business and government sector, and the ability to leverage the networks to the advantage of South Australian Government and companies

 Clearly demonstrated skill and ability to initiate and develop strategic projects to raise South Australian profile in the Region and support, facilitate increased export from South Australia to China

 Highly sophisticated communication skills, with an ability to appropriately represent South Australia and the Office in various occasions and professionally communicate at all levels of government and business sector.

 Exceptional language ability in both English and Chinese

 Be able to develop business and detailed action plan, undertake market research and complete comprehensive reports in English professionally and effectively

 Be prepared to make an entire commitment to the assigned responsibilities

  Proven ability to meet deadlines and achieve objectives

  High level of integrity

Additional Information

The successful candidate will be employed by the South Australian Government Department of Trade and Economic Development Shanghai Representative Office (operating in the name of South Australian Government Commercial Representative Office) through CIIC as a locally engaged staff member based in Shanghai . The job responsibilities may require the staff member to travel within China or to South Australia when necessary.

The appointment will be subject to reference and background checks.

Annual income package will be discussed and negotiated with the candidate, in consideration of the level of experience and skill of the candidate. However, a reference will be taken from the current standard rate for the similar positions in the market.

The term of the appointment will be set for 1 year, subject to a satisfactory review at the completion of the 3 months probation period.

An assessment on the performance and outcomes will be undertaken 1 month prior to the expiry of the contract, the renewal of the contract may be offered subject to the approval from the Department of Trade and Economic Development, Government of South Australia.
